DoD Medical Research and Development Financial Model

Problem

USAMRDC Laboratories are overly dependent on research reimbursements to provide critical and unique Department of Defense (DoD) readiness capabilities. The indirect costs across the system are not sustainable or competitive.

Solution

Conducted a five-month assessment and synthesized input from over 200 people, 300 artifacts, and seven organizational visits to identify 36 actionable recommendations as a foundation for historic transformation.

Outcome

Developed a phased plan to modernize the DoD’s $2B Medical Research Program with USAMRDC integrated into the Defense Health Agency (DHA), establish organizations resourced to perform validated missions, and decrease dependency on reimbursements.
